How to provide localized messages in C++ under Windows.

A class wrapper for _tfindfirst + a suitable forward iterator. The test program prints the names of files in the current directory.

The VBOffendUAC sample was far from finished, when I tested it.
However, I’ve managed to fix many things, and added some good suggestions to this sample.
